Steve Jobs was considered for a post in President George Bush's Export Council. As part of the vetting process, Mr. Jobs had a background and security check conducted by the FBI. The result was a 191-page document that the FBI just released in response to a Freedom of Information Act request.

The entire document is available on the FBI Reading Room site:
Steven Paul Jobs - Presidential Appointment Field Investigation
Some information was redacted, but it's still an interesting read.
Some highlights:
When questioning an acquaintance about character, "They further stated that Mr. Jobs has integrity as long as he gets his way."
"[Redacted] advised that he has been acquainted with Mr. Jobs since [redacted]. He characterized Mr. Jobs as a deceptive individual who is not completely forthright and honest."
"[Redacted] advises that he is no longer friends with Mr. Jobs. He feels bitter towards and alienated by Mr. Jobs based upon his association with Mr. Jobs at ACI. He characterizes Mr. Jobs as an honest and trustworthy individual; however his moral character is questionable."
While the above individuals seem to question Mr. Jobs' character, twenty-nine additional individuals provided favorable comments about his character, reputation, and loyalty.
The FBI document includes other interesting tidbits; for example, Mr. Jobs was the target of a bombing and blackmail attempt in 1985.
